构建以新能源为主体的新型电力系统,是以习近平同志为核心的党中央着眼加强生态文明建设、实现可持续发展、保障国家能源安全做出的一项重大部署,明确了“双碳”背景下我国能源电力转型发展的方向,为加快构建清洁低碳安全高效的能源体系提供了基本遵循。本文阐述了电力调节能力建设对于加快构建新型电力系统的重要意义,梳理了源网荷储环节各类灵活性资源的特点,结合河南省未来电力负荷的发展特点、电源规划、跨区跨省电力规划、灵活性资源情况,基于电力系统生产模拟软件对全省调节能力需求进行了科学测算,并就灵活性资源健康发展提出了意见建议,助力新型电力系统和现代能源体系建设,推动全省如期实现“双碳”发展目标。
<<The construction of a new power system with new energy as the mainstay is a major deployment made by the Party Central Committee with Comrade Xi Jinping at the core,focusing on strengthening the construction of ecological civilization,achieving sustainable development,and ensuring national energy security,which clarifies the development direction of China’s energy and power transformation under the background of “dual carbon”,and provided basic follow-up for accelerating the construction of a clean,low-carbon,safe and efficient energy system. This article explains the importance of power regulation capacity building for accelerating the construction of a new power system,sorts out the characteristics of various flexible resources in the source network load storage link,and combines the future power load development characteristics of Henan Province,power supply planning,and cross-regional and cross-provincial power planning,flexible resource situation,in combination with the future power load development characteristics,power supply planning,cross-regional and cross-provincial power planning,and flexible resource conditions,the province’s regulation capacity needs are scientifically estimated based on power system produ-ction simulation software. Then it put forward suggestions on the healthy development of flexible resources,fully serving the construction of new power systems and modern energy systems,and promoting the province’s realization of the “dual carbon” development goal as scheduled.
