    河南省电力负荷可调节能力调查与市场化机制研究

    摘要

    构建以新能源为主体的新型电力系统,是党中央以新发展理念为引领,对新发展阶段我国能源电力事业发展做出的重大战略部署。提升电力负荷可调节能力,加强供需两侧协同互动,是加快构建以新能源为主体的新型电力系统的必然要求。本文选取河南省21个重点行业129家企业,深入开展了行业用电特性和可调节能力的调查分析,并基于电力大数据,分季节、分时段,系统研究了全省重点行业电力负荷可调节能力现状以及2025年规模潜力,梳理了负荷侧资源参与电力系统调节的现状及有关政策情况,提出了市场化实施路径及有关政策建议。研究结论对于促进全省负荷侧资源参与电力市场运行、提升整体灵活调节能力,推动新型电力系统构建,服务碳达峰、碳中和目标实现具有积极意义。

    Abstract

    Constructing a new type of power system with new energy as the main body is a major strategic deployment made by the Party Central Committee for the development of China’s energy and power industry in the new development stage,guided by the new development concept. Improving the ability to adjust the power load and strengthening the collaborative interaction between the supply and demand sides are inevitable requirements for accelerating the construction of a new power system with new energy as the main body. This paper selects 21 key industries and 129 companies in Henan Province to conduct an in-depth investig-ation and analysis of industry power consumption characteristics and adjustable capabilities. Based on big power data,this paper systematically studies the power load capacity of key industries in the province by season and time period. Regulating capacity status and 2025 scale potential,combing the status quo of load-side resources participating in power system regulation and related policies,and proposing market-oriented implementation paths and related policy recom-mendations. The research conclusions are of positive significance for promoting the province’s load-side resources to participate in the operation of the power market,improving the overall flexible adjustment capability,promoting the construction of a new power system,and serving the achievement of carbon peak and carbon neutral goals.
