近些年来，广州在加快建立覆盖城乡居民的社会保障体系方面取得了可喜成绩，城乡社保迈上新的台阶，社保扩面取得重要进展，社保体系正在不断完善，财政投入力度不断加大，风险防范能力有效增强。然而，发展过程中也存在着诸如一城多制、尽保难推、二元分立、政策碎化、结构失衡、积累有限等问题。要加快完善广州城乡社会保障体系的步伐，关键在于统筑平台、梯度对接，创新管理、高效服务，一城一制、分步分类地推进广州城乡社会保障一体化。
<<Guangzhou has made inspiring progress in speeding up the establishment of Social Security System that covers both the suburb and the urban area of the city. The social security system has stepped up to a new grade；coverage of the social security system has been enlarged；social security is becoming better，budget of investment is growing；ability of risk management had been improved. Nevertheless there are still lots of problems in the course of development such as：multiple systems in one city，security has been ignored，independence of two systems，disconnection of policies，unbalance of structure，and short of capital，etc. The key to speeding up the completion of Social Security System that covers both the suburb and the urban area of the city is：build up a unified platform，connect the policies，innovation of management，high-efficiency of service，one system for one city，promotion of the integration of urban and suburb social security system.
