虽然小产权房有违于我国现行的法律和政策,但因顺应了城市化尤其是大城市郊区化的大潮而得以快速扩张。目前,小产权房已经成为城市房地产市场的一个组成部分,对保障住房民生需求发挥了一定的作用。因而,必须正视小产权房的存在,并采取合理有效的措施,以构建城乡一体的房地产市场体系为目标,将其逐步引导到合法规范的轨道上来,扮演起经济适用房的角色。这样,既能够调动农村的资源潜力,缓解城市住房压力,又有利于新农村建设和城乡统筹发展。
<<Although illegally,informal property houses in rural collective lands are developed rapidly because of urbanization and suburbanization.As a part of urban housing in reality,the informal property houses play a role in security for urban livelihood housing.For the object of united urban-rural real estate market,rational measures should be taken to regulate and lead the informal property houses to the legal road and to take the part of economically suitable houses,which is useful both to medium and low income citizens and suburban farmers.
