国有文化企业是发展文化产业、建设社会主义先进文化的重要力量。深入推动国有文化企业改革创新发展,对坚持和发展中国特色社会主义、实现“两个一百年”奋斗目标具有十分重大的意义。目前,河南省国有文化企业还存在资产规模偏小、体制机制不顺、资本布局不优、市场主体地位缺失、产业创新不足、人才匮乏、风险防控能力弱等问题,亟须从加强党的领导、落实“双效统一”、融入新发展格局、树牢底线思维等方面入手,提升国有文化企业经营管理水平和风险防控能力,推动国有文化企业做强做优做大。
<<State-owned cultural enterprises are playing significant role in developing cultural industries and advanced socialist culture. Deepening the reform and innovative development of state-owned cultural enterprises is of significance in the upholding and development of socialism with Chinese characteristics and the realization of the “two centenary” goals. At present,Henan’s state-owned cultural enterprises meet the following problems:small asset size,unsound systems and mechanisms,imperfect capital contribution,indistinctive market position,deficient industrial innovation,scarce talents,and vulnerability to risk prevention and control. It’s urgent to improve the operating management and the capability of risk prevention and control of state-owned cultural enterprises by strengthening Party’s leadership,implementing the rule of “combination of social benefits and economic returns”,adding new development models and preparing for Worst-Case Scenarios to make state-owned cultural enterprises better and stronger.
