韩国经济腾飞时期对住房市场实施了广泛的政策干预,20世纪60~80年代逐渐确立了政府主导的住房供给管理模式,70年代后期开始确立了严格的住房限购限价需求管理调控,并加大了国家对住房供给的公共支持力度,确立了中央政府主导的住房公共支持体制。韩国住房政策对住房市场产生了深远的影响,促使80年代中期以后住房供给快速增长,居民居住条件得到较普遍的提高,大大促进了居住城市化进程,但过度的住房供给干预也造成了价格信号失真,导致经济腾飞后期住房供给结构失调。韩国住房政策的成功经验与相关教训对正在经历快速城市化的中国将具有重要的借鉴意义。
<<South Korea implied a wide rage of policy interventions on the housing market in the economic boom period.Between 1960s and 1980s,a government-led housing supply model gradually established,and the housing demand-control system characterized by the strict limitation of housing purchase and price began to be taken in the late 1970s.Meanwhile,South Korean government put more efforts on the state support to public housing supply by establishing a central government-led housing public support system.Korean housing policies had a profound influence on housing market,prompted the rapid growth of housing supply since the mid-1980s,improved the living conditions of residents,and greatly facilitated the process of living urbanization.However,excessive interventions in housing supply also caused a distortion of price signals,leading to the structural imbalance of housing supply in the end of economic growth period.South Korea’s successes and failures on housing policies have important reference meanings to China where are experiencing rapid urbanization.
