Guangdong-Hong Kong-Macao Greater Bay Area is one of the four bay regions in the world，not only leading technological change，but also promoting global economic growth. High-tech industrial park is a combination of technology and industry，through the superior geographical，social，policy and other advantages to attract high technology expertise to gather，promote scientific and technological innovation and industrialization of results，and thus promote economic development. The construction and development of high-tech industrial park is conducive to playing a leading role in the high-tech industries of GBA，and promoting the close integration of economy and technology in GBA，so as to further promote the construction of GBA. This report studies the national high-tech industrial development zone in nine cities in the Pearl River Delta and the high-tech industrial parks in Hong Kong and Macao，and finds the following problems：（1）the concentration of innovation elements is uneven，and the original innovation ability of some parks needs to be strengthen；（2）core technologies are subject to people，and there are fewer clusters of innovative industries with global competitiveness；（3）some of the park’s major innovation platform support capacity is insufficient；（4）some parks have no obvious effect on the city’s overall economy；（5）cross-border flow of innovative resources also faces more constraints；（6）some of national high-tech industrial development zones are not invested in research and development；（7）the reform of the institutional mechanism of some high-tech industrial parks still needs to be strengthened.
