Building an “international technological innovation center with global influence” is an important strategic positioning for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. It is the key to promoting the Guangdong-Hong Kong-Macao Greater Bay Area towards a new stage of innovation-driven and high-quality development. It is mission of playing a supporting and leading role in national economic development and opening to the outside world in the new era. Based on the practice and future development trend of science and technology innovation in China and the world，this report puts forward four specific countermeasures to accelerate the construction of the Guangdong-Hong Kong-Macao Greater Bay Area as an international science and technology innovation center during “the 14^th Five-year Plan” period. They are improving basic research，improving the science and technology financial system，strengthening the construction of talent team，and promoting collaborative innovation of science and technology.
