住房改革以来，多数居民通过市场机制解决了住房问题。但随改革同时诞生的保障性住房建设滞后于住房市场发展。2007年住房保障制度建设加速，2009年开始保障性住房建设力度加大。尽管提出建管并重，但在保障性住房建设突飞猛进的情况下，管理更重于建设。本文在对保障性住房建设与管理现状、问题分析的基础上提出了相应的政策建议。
<<After housing reform，most residents solve their house problems by the market mechanism.However，the indemnificatory housing is still lagging of the development of housing market with the housing reform.In 2007，housing security system was built rapidly，the indemnificatory housing started to strengthen in 2009.Although construction and management are same important，with the enormous progress in indemnificatory housing construction，management is much more important than construction.This paper mainly discussed about the current situation and problems of indemnificatory housing and points out corresponding strategies based on these issues.
