Improving the comprehensive carrying capacity of the county is to enhance the carrier function of the new urbanization of the county，which includes improving the employment capacity of the county town industry，the population carrying capacity of the basic and public service facilities，and the comprehensive capacity of attracting population to county town. In recent years，the compre-hensive carrying capacity of county town in Henan Province has increased rapidly，but overall the problem of insufficient comprehensive carrying capacity is still prominent. This is reflected in the low proportion of the county town’s permanent population，limited industrial employment absorption capacity，insuffi-cient public service capacity，and weak population attractiveness. To this end，we should start from the aspects of stabilizing theindustry support of employment，strengthening the population base and public service support，and increasing the attractiveness of urbanization，so as to comprehensively improve the comprehensive carrying capa-city of county town.
