The construction of High-quality Development and Cooperation Belt of Zhengzhou-Luoyang-Xi’an（HD&CP of Zhengluoxi），which is of imp-ortant practical value，is an important task of China’s Yellow River Basin ecological protection and high quality development plan. Based on reviewing the relevant regional planning construction situation of Zhengzhou-Luoyang-Xi’an area，a preliminary study on the main body of HD&CP of Zhengluoxi，as well as its basic situations；then the realistic basis to jointly construct the HD&CP of Zhengluoxi，such as good economic，facilities and cooperation basis，as well as good support environment. There are also some problems for Henan，Shaanxi and Shanxi provinces and relevant cities to solve to promoting the construction of HD&CP of Zhengluoxi. main problem，which are discussed and some countermeasures are put forward from such aspects as deepening ideological understanding，streng-thening top-level design，improving cooperation mechanism，coordinating infras-tructure construction，promoting industrial cooperation and deepening cultural coopera-tion，etc.，for reference of relevant departments.
