Promoting the deep integrated development of Jiyuan and Luo-yang is an important measure to implement the national strategy of ecological protection and high-quality development of the Yellow River Basin and the decision-making and deployment of Henan provincial Party committee and Henan provincial government，which is in line with the law of economic development and the trend of regional coordinated development. At present，Luoyang and Jiyuan have a good foundation in the integration development，and have made some achievements. However，from the perspective of promoting the construction of Luoyang metropolitan area，there are still many problems and constraints in the integration development between the two places，which urgently need to be solved in the construction of Luoyang metropolitan area.
