The enhancement of urban comprehensive service function reflects the essence and characteristics of urban comprehensive competitiveness，and plays an important role in urban development. This paper takes Henan Province and its 18 prefecture-level cities as research objects，and the urban comprehensive eval-uation index system is constructed from three levels of capital circulation，tran-sportation and information level，by using the calculation formula of urban service function evaluation index，this paper studies the development level of urban comprehensive service function in Henan Province from 2008 to 2019 from the perspective of time and space. Henan Province and other cities need to accelerate the transformation of economic structure and pay attention to the formation of urban characteristic service functions；Improve the construction of transportation infrastructure and promote the improvement of transportation level；Strengthen the construction of urban information infrastructure，improve the level of urban informatization，and promote the improvement of urban comprehensive service function.
