As a province with a population of nearly 100 million and the fifth largest economic province in China，it is far from enough to rely on the drive of Zhengzhou alone. Cultivating several regional central cities outside Zhengzhou has become an inevitable choice for Henan to promote regional coordinated develo-pment. At present，the biggest weakness of Nanyang，Shangqiu and Anyang，which undertake the regional central city，is the low scale energy level. In view of the outstanding problems to be solved urgently in improving the urban energy level of central cities such as Nanyang，Anyang and Shangqiu，this paper puts forward targeted countermeasures and suggestions from the aspects of improving the corr-esponding policy support system，accelerating the innovation of system and mech-anism，comprehensively optimizing the business environment，practically enhan-cing factor guarantee，strengthening regional linkage development and sustainable implementation.
