This report introduces the development status and main application scenarios of science and technology PPP projects in China in 2020，analyzes the problems existing in the development of science and technology PPP projects in 2020，and puts forward policy suggestions for the development of science and technology PPP projects in 2021. From the current development situation，science and technology PPP projects maintain a low growth rate，and the project landing rate is high，but there are still many problems in its development，including：（1）a large gap between present status of development and the demand of promoting the strategy of innovation-driven development；（2）the project structure，unreasonable and needing to be further optimized；（3）lack of special normative guidance documents，small number of demonstration projects and single application scenarios. On this basis，this report puts forward policy suggestions for the development of science and technology PPP projects in 2021，including appropriately accelerating the development speed of science and technology PPP projects and supporting innovation driven development；further optimizing the structure of science and technology PPP projects to promote healthy development；issuing special normative guidance documents to establish multi-faceted demonstration projects to standardize and guide the development of science and technology PPP projects.
