本报告介绍了2020年养老行业现状，分析了养老行业项目中存在的问题，并对养老行业PPP项目发展提出了建议。从中国养老行业现状来看，老龄化的趋势进一步加快，养老需求在逐步增强，养老行业市场逐渐扩大，养老行业应用PPP模式还存在诸多问题，主要体现在：养老行业土地优惠政策和税收优惠政策落地困难；养老行业规模小而散，导致养老行业运营成本高。在此基础上，本报告对养老行业应用PPP模式提出了政策建议，包括土地、税收优惠政策的落地；强化行业规划，根据老龄化社会的需求做好规划；加大政策扶持力度，有效克服养老行业PPP模式应用的瓶颈。
