随着城市化进程的加快,我国的住房保障制度不断完善,为解决中低收入人群住房困难发挥了作用。由于保障性安居工程具有需求群体庞大、建设任务艰巨、占用资金期长的特点,资金问题已成为影响保障性安居工程推进的突出问题。本报告对我国保障性安居工程存在的融资瓶颈进行了分析,在此基础上提出了在保障性安居工程中引入PPP融资模式的现实意义及操作的可行性,以此来拓展保障性安居工程的融资渠道。本报告在提出将PPP融资模式引入保障性安居工程的基础上,提出了把REITs融资模式嵌入保障性安居工程的设想,并指出在现有的融资环境下需要重视和克服的难点,为创新保障性安居工程的融资组合提出新思路。
<<With the acceleration of urbanization,China’s housing security system has been constantly improved,which has played an effective role in solving the housing difficulties of low-income people. Because the indemnification housing project has the characteristics of huge demand groups,arduous construction task and long period of occupying funds,the capital problem has become a prominent problem affecting the promotion of indemnification housing project. Based on the analysis of the financing bottleneck of the indemnificatory housing project in China,this paper puts forward the practical significance and feasibility of introducing PPP financing mode in the indemnificatory housing project. In order to expand affordable housing project financing channels. Based on the operation analysis of introducing PPP financing mode into affordable housing project,this paper proposes the idea of embedding REITs financing mode into affordable housing project,and points out that the difficulties to be paid attention to and overcome in the current financing environment are to put forward new ideas for innovating the financing mix of affordable housing construction.
