This paper provides a comprehensive and holistic view of the industry landscape，specialised fields，application scenarios，operation methods，return mechanisms，contract systems，risk management，supervision and performance management of infrastructure PPP projects. Through the study and analysis of classic cases，it summarizes the core interrelated work points throughout the whole life cycle of PPP projects，namely a complete contract system，reasonable risk sharing，dynamic and incentive-compatible supervision and performance management，reasonable return on investment mechanism，and value-for-money and sustainable renegotiation mechanism. In addition，the paper also proposes the use of design and operation visits，full process consultation，expert review，mid-term evaluation and renegotiation to resolve problems and contractual disputes that arise during the implementation of PPP projects，and gives suggestions and prospects for the practice，innovation and development of government infrastructure PPP projects：1.to strengthen the supervision and performance management of PPP projects；2.to establish and enhance the system，content and methods of midterm-and post-evaluation of PPP projects；3.to regulate and develop sustainably in practice.
