“Perfect infrastructure layout and three-dimensional interconnection” is the primary task and pioneering field for China to build a strong transportation country. In order to adapt to the new economic normal of slowing fiscal revenue growth and further increasing pressure on local government expenditures，the Ministry of Transport proposed to guide and encourage social capital to participate in the investment，construction，maintenance and operation of transportation infrastructure through franchising and other methods. The first-level highway projects in the transportation industry PPP project category of the PPP Center Project Library of the Ministry of Finance account for a relatively large proportion. The PPP projects in the transportation industry in the implementation stage mainly adopt the Build-Operate-Transfer （BOT） operation. PPP applications in the transportation industry face problems and challenges such as complexity and high degree of professionalism，low participation of private capital，retrospective effects of institutional documents on projects in the library，and large financial funding support. Strengthen investigation and research to find out the PPP mode in the field of transportation，pay close attention to the progress of PPP related documents，and take timely response measures to ensure the smooth and orderly progress of projects in the library，and innovate and coordinate development concepts to promote the intensive and efficient implementation of transportation projects.
