国家“十四五”规划纲要明确将“规范有序推进PPP”作为拓展投资空间的重要举措,高质量发展已然成为推动PPP行业发展的主旋律。但是由于内外部环境复杂多变,已落地的一些项目逐渐暴露出问题和纠纷,部分新增项目“绕道”规避监管,个别地区将PPP万能化或妖魔化,PPP项目推进的不稳定性明显增加,甚至滋生新的风险,PPP行业在进入高质量发展的新时期仍面临许多新的问题和挑战。本报告针对高质量发展理念对PPP行业发展的新要求以及2020年PPP行业新的风险点进行重点解析,认为目前我国PPP行业发展面临冒进与项目失控风险、项目超概算与违规问责风险、急剧扩张与投资失败风险、绩效不明和形式主义风险、隐增债务风险、形式与实质两张皮的风险,在此基础上提出理性发展、规范发展、稳妥发展等有针对性的政策建议,以期共同推动PPP更好地服务于全国改革发展大局。
<<China’s PPP industry is developing through reform and standardizing through development. The National Outline of the 14th Five-Year Plan clearly regards ‘promoting PPP in a standardized and orderly manner’ as an important measure to expand investment space. High-quality development has become the main theme of PPP industry. However,due to the complex and changeable environment,the adverse effects of the epidemic still exist;some landed projects have gradually exposed problems and disputes;some new projects try to avoid supervision by detour;and PPP is omnipotent or demonized in some regions;All the above lead to higher instability of PPP projects,and even breed new risks. PPP industry still faces many new problems and challenges as it enters a new era of high-quality development. This article focuses on analyzing the new requirements of the high-quality development concept for the development of PPP industry and the new risk points of PPP industry in 2020,and proposing specific policy recommendations such as rational development,standardized development,and stable development,hoping to promote PPP industry to serve the national development better.
