城市环境精细化管理作为健康城市建设的重要组成部分,直接关乎和反映了公众对美好生活的需求和高品质生活的期待。作为生态环境保护的耳目,在国家坚决打赢、打好污染防治攻坚战的大形势下,“环境监测”已经形成了集各种现代科技手段、涵盖多介质多指标、覆盖全域的系统化、精细化、信息化、智能化的生态环境监测网络,不仅为健康城市环境精细化管理奠定了基础,同时提供了有力的抓手。研究发现,“十三五”期间北京环境空气质量总体向好,时空差异明显;各区污染物浓度水平及改善情况各异,存在较大差异;基于人群暴露特征的城市环境精细化管理,体现健康优先;北京主要环境空气污染物相对健康危害商呈现出人口密度相对较低的区域,各污染物对于人群的健康影响总体相对较小。应持续推动数字化城市和大气环境立体综合监测体系建设,持续推进健康城市建设,并提升城市的精细化管理水平。

As the eyes and ears of eco-environmental protection,under the situation that the country resolutely wins and completes the battle of pollution prevention and control,“environmental monitoring” has formed a systematic,refined,information-based and intelligent eco-environmental monitoring network integrating modern scientific and technological means,covering multiple media and indicators and covering the whole area,which has not only laid the foundation for the fine management of healthy urban environment,It also provides a powerful grip. It is found that the ambient air quality in Beijing during the 13th five year plan is generally good,with obvious temporal and spatial differences;The concentration level and improvement of environmental quality in each area are different,and there are great differences;Fine management of urban environment based on population exposure characteristics,reflecting health priority;The relative health hazard quotient of major ambient air pollutants in Beijing presents a region with relatively low population density,and the overall impact of various pollutants on the health of the population is relatively small. We should continue to promote the construction of three-dimensional comprehensive monitoring system for digital city and atmospheric environment,continuously improve the refinement level,healthy city construction and the refinement and management level of the city.
