Beijing is the first city to encourage the development of social enterprises in the document of the municipal Party committee. Since 2010，a “Beijing model” for the development of social enterprises has been gradually formed，which is guided by the research of official think tanks，supported by Party committees and governments，implemented by hub organizations，and participated by social enterprises and all supporting forces. Social enterprises and social entrepreneur groups are gradually emerging，and have become an elite force to serve people’s livelihood，participate in social governance，and promote high-quality development. Their innovation and influence cover the whole city，radiate the whole country，and go to the world. Facing the common problems in the development of social enterprises and the challenge of epidemic prevention and control，Beijing should turn the crisis into an opportunity，take advantage of the situation，and create a better external environment for the development of social enterprises from the aspects of improving macro policies，strengthening the overall planning of competent departments，establishing a support system for different industries，and increasing research and publicity.
