In social innovation，social enterprises often play a complementary role in public administration to provide public services. Seeking an optimal path to solve the development problem of Chinese social enterprises from the perspective of social innovation is not only the motivation for the diversified development of social enterprises，but also a powerful carrier for them to participate in social governance. The adoption of social enterprises reshapes the organizational structure and resource allocation of social governance，breaks the barriers between profit-making and non-profit enterprises，and has dual attributes of economy and society. Social enterprises provide innovative solutions to social problems，promote citizen participation and realize social pluralistic integration with public value as orientation.
