The current community social enterprises have become an important means of innovating social governance and strengthening grassroots construction，and have begun to integrate into the grassroots community service process. Taking Wuhou District of Chengdu as an example，the current community social enterprise development mainly includes endogenous community social enterprise and embedded community social enterprise development models. The endogenous community social enterprise development model can be divided into community-led community social enterprises and social organization-led social enterprises. Many advanced experiences have also been accumulated in practice，which are worthy of study and promotion in various places. However，community social enterprises are still facing developmental dilemmas at the system level，capital level，talent level，and ecological level through the developmental process. In the future，breakthroughs need to be made in regulating the legal system，expanding financing channels，multi-subject cooperation and promoting the formation of service networks.
