Social enterprise certification is conducive to endowing social enterprises with legal identity and promoting the development of social enterprises. This study found that although the international certification of social enterprises has formed a government led model，a society led model and a political and social cooperation model，the domestic social enterprise certification still stays in the stage of industry certification and local certification，and the development of social enterprises still faces the problem of insufficient legitimacy. In recent years，the development of social enterprises in China has begun to take shape，and public awareness has gradually improved. It is possible for social enterprises to pass legislative certification. In terms of the real environment，the social enterprise certification promoted by the third party can be called the sustainable driving force for the development of social enterprises，and provide legal identity for its whole resources. In addition，in order to better promote social enterprise certification，we need to further study social enterprise certification standards in the future，so as to better reflect the dual attributes of social value and economic value of social enterprises.
