Social enterprise is a crucial organizational form aiming for solving social problems through commercial ways. Social enterprises have played important roles in many social areas. This section starts with the definition of social enterprises and certification standards. Then，it follows with the claims and evidence that the development of Chinese social enterprises have gone through the initial stage，the difficult exploring stage，and the preliminarily developmental stage. Social enterprise form has been adopted in Beijing，Chengdu，Guangdong and other places. However，there are still issues and problems in practice，such as imperfect systems，insufficient social awareness，and weak organizational capabilities. In the future，it is necessary to build a good social enterprise support network to embed into social governance based on the developmental directions of social enterprises’ legalization，specialization and professionalization. In addition，it is worthy to optimize the system with innovative organizational operation methods，and better organizational visibility.
