The pre-reorganization system is a kind of reorganization mode from extraterritorial law，which has the advantages of high efficiency，low cost and high success rate compared with out-of-court reorganization and bankruptcy reorganization. Although there is no provision of the pre-reorganization system in the current law of our country，the Supreme People’s Court and the people’s courts at all levels have made active explorations，there are many successful cases of pre-reorganization，and many local courts have formulated their own rules for pre-reorganization. Based on the pre-reorganization rules formulated by the Intermediate People’s Courts of Zhengzhou，Luoyang and Nanyang，this paper analyzes the pre-reorganization mode，the applicable object of pre-reorganization，the conditions for the start of pre-reorganization，the generation of the pre-reorganization temporary administrator，the period of pre-reorganization，the debtor’s obligations and the responsibilities of the temporary administrator，the suspension of execution，the effectiveness of the pre-reorganization scheme，and cooperation between the government and the court，and puts forward some suggestions to help better solve the problems in the practice of pre-reorganization.
