自贸试验区已成为我国对外开放的新平台和推动国内改革的加速器。几年来,自贸试验区已在多个领域,尤其是在金融改革创新方面形成了大量可复制可推广的经验,建立了”一线放开、二线严格管理的宏观审慎“的金融制度框架和监管模式,实现了金融重要领域和关键环节改革的”破冰“。自贸试验区在金融和资本账户的可兑换以及与其相关的外汇管理、汇率改革、外债管理改革等领域取得了一系列显著成绩,但仍存在金融创新相关立法碎片化、金融监管体制相对滞后、可复制可推广的金融创新有限和金融改革制度协同度不高的问题。后续的改革方向和重点应当是妥善处理三组关系推动金融改革、创新金融监管模式完善金融综合监管、丰富特色金融产品与服务和完善自贸区风险管理体系。
<<The Pilot Free Trade Zone has become a new platform for China’s opening to the outside world and an accelerator for promoting domestic reform. Over the past few years,the Pilot Free Trade Zone has formed a large number of replicable and replicable experiences in many fields,especially in financial reform and innovation,established a financial system framework and supervision mode of “macro prudence with first-line liberalization and second-line strict management”,and achieved “ice breaking” in the reform of important financial fields and key links. The Pilot Free Trade Zone has made a series of remarkable achievements in the fields of financial and capital account convertibility and related foreign exchange management,exchange rate reform and foreign debt management reform,but there are still some problems,such as the fragmentation of legislation related to financial innovation,the relative lag of financial supervision system,the limited financial innovation that can be copied and promoted,and the low synergy of financial reform system. The direction and focus of the follow-up reform should be to properly handle the three groups of relations,promote financial reform,innovate financial supervision mode,improve comprehensive financial supervision,enrich characteristic financial products and services,and improve the risk management system of the Pilot Free Trade Zone.
