In recent years，Jiyuan has accordance with the general requirements of “transformation of development，opening-promoted，innovation-driven”，vigorously promoted the opening work，achieved remarkable results. In the new normal，opening to the outside world should play a more important role in jiyuan’s transformation of development. Therefore，this article summarizes the main opening practice and effectiveness，analyzes the new situation facing the new normal，puts forward that the next step is to make accurate judgments and opening advantage in Jiyuan，to clear the new idea of expanding opening. Finally，it is proposed that Jiyuan should take some measures to promote the transformation of development by expanding opening，such as enhancing the level of open investment，transformation of the mode of foreign trade development，actively developing overseas investment，strengthening scientific and technological cooperation and personnel training，strengthening the regional cooperation，building the platform of opening，creating a good environment，etc.
