After reviewing the situation and main characteristics of General Public Budget balances in 2014，this paper analyzes the reasons for the problems of Guangzhou fiscal operation. Based on the analysis，it forecasts the indicators of General Public Budget revenues，and puts forward to some related suggestions for sustainable growth of Guangzhou fiscal revenues.
