海外华侨华人是中国发展的独特资源。在中国革命、建设和改革开放的各个历史时期，海外华侨华人为实现中华民族的独立和解放、推动中国现代化建设、促进中国和平统一大业、传承和弘扬中华文化、增进中国人民和世界各国人民友好关系作出了重大贡献，发挥了独特作用。21世纪以来，世情、国情、侨情发生了重大变化，华侨华人与中国的关系也呈现出新特点。华侨华人与中国的各方面联系越来越密切，他们在参与中国改革开放和现代化建设的进程中，自身事业也得到了发展，与中国的关系不再是单向做贡献，而是双向互动，达到了双赢。本文以国内国外两个场域、华侨华人与归侨侨眷两个主体为视角，以侨务部门开展的活动及制定的政策为例，梳理、分析21世纪以来华侨华人与中国关系的新特点。
<<The relationship between overseas Chinese and China has changed profoundly since the 21st century，mainly due to the rapid economic growth of China. On the one hand，the connections to China are becoming closer，deeper，and more extensive；on the other hand，the relationship has changed from one directional to two-directional. In other words，the Chinese government not only stresses the roles of overseas Chinese，but also emphasizes stronger protections for overseas Chinese，and more services for them. Utilizing the organizations regarding overseas Chinese，for example the Overseas Chinese Affairs Office of the State Council，and the All-China Federation of Returned Overseas Chinese. As a research object，this paper summarizes the transformation of the new relationship and analyzes the causes thereof.
