The main objective of this article is to identify policy strategy，detail policy target and offer advices to policy implementation in building “Modern Public Cultural Service System”. Firstly，we construct the analytical framework of public policy to make the concept of Public Cultural Policy clear，which help elaborate the government responsibility and policy target in this area. Secondly，by analyzing historical background of policy making，this article summarized four strategic objectives in building “Modern Public Cultural Service System”，including Value Objective，Justice Objective，Efficiency and Law Objective. In the end，we proposed several suggestions to related programs and projects in this area.
