Since the release of Interim Provisions on the Administration of Chinese-Foreign Joint Venture Talent Intermediary Agencies issued by Ministry of Human Resources and Social Security in 2013,the development of international talent intermediary agents in Beijing has been restricted due to the limit on registration capital. In the meanwhile,the lack of international talent in Beijing is aggravated due to the complicated procedures for a foreign talent to get a legal certificate in China,such as Alien Employment Permit,Foreign Expert Certificate and residence permits. This report advises to cancel the limit of 49% ceiling of foreign capital share holding in talent intermediary agencies and allow set up of foreign owned talent intermediary agencies,in order to promote the potential growth of international talents in Beijing.
