Tourism services trade imports and exports have always been the major component of service trade. In recent years，with the rapid development of outbound tourism，tourism service trade deficit expands rapidly，while inbound tourism growth is declining. Under the background that China is implementing FTA strategy and promoting service trade liberalization，it is of great significance to reform tourist visa system and improve customs clearance facilitation level in order to boost inbound tourism，improve tourism service trade liberalization and reduce tourism service trade deficit. After analyzing the development of inbound tourism，system relating to tourist visa and customs clearance，the paper proposes several suggestions to improve the openness of tourist visa，customs clearance facilitation level and institutional innovation.
