During the time of the 12th five-year plan，Kaifeng implemented many all-around and innovative measures which were using major projects to guide，multi media to focus，new modes to operate and all-around innovation to initiate，and these brought about a double leap of social and economic benefits. In 2015，on the basis of the Belt and Road constructive strategy，Kaifeng pushed out Opinions on Actively Implement “Cultural +” Action and tried to integrate “Cultural +” and the Belt and Road to discover a new road which could make full use of its own advantages to realize the transformation and upgrading under the new normal so as to find a new breakthrough for Kaifeng to improve their cultural industries. Nevertheless，how to respond to the complicated and sensitive realities with internationalized and strategic attitude to transform and upgrade their cultural industries is still an issue needed to be concerned by Kaifeng relevant sectors of all levels and cultural industries as well. Therefore，we should continuously focus on providing an easy environment，increase investment and financing，encourege innovation，integrate cultural resources，strengthen cultural exchanges and promote the transformation and upgrading of Kaifeng’s cultural industries.
