In 2015，with the guiding spirit of relevant polices and plannings promulgated by levels of government and department，Guangzhou actively implemented the negative list management in the relevant areas. This mode is not only conducive to Guangdong Free Trade Zone construction，docking to “One Road，One Belt” national strategy and advancing the reform of administrative examination and approval，but also help Guangzhou to enhance market transparency，provide clear behavioral boundaries to market participants and stabilize the expectation，as well as clarifying the relationship between government and market，in order to exert the decisive role of market in allocating resources.
