Shanghai and Hong Kong are both the important strategic node city in “the Belt and Road”，and deepen the cooperation between Shanghai and Hong Kong is very significant for promoting the construction of “the Belt and Road”. This report elaborates the opportunity of “the Belt and Road” construction for Shanghai and Hong Kong and the cooperation between them，analysis their core strength and node function in “the Belt and Road”，and discusses the emphasis of their cooperation in the near future，finally puts forward relevant countermeasures and suggestions.
