2015年,中国人力资源和社会保障领域的改革与发展取得新进展。人力资源总量基本保持稳定,人才发展体制机制进一步创新,人力资源受教育水平持续提高,就业形势保持总体稳定,人力资源产业分布结构继续优化,社会保障水平有所提高,人力资源服务业获得新发展。本报告从人力资源基本状况、人才工作情况、人事制度改革、就业创业、收入分配、社会保障、劳动关系、人力资源服务业发展等方面介绍了我国人力资源和社会保障事业的新进展和新举措,立足于当前我国人力资源和社会保障事业面临的新形势和国家对“十三五”期间深化改革的战略谋划,对未来人力资源和社会保障事业的发展趋势做了简要分析。
<<In 2015,China’s reforms and development in the field of human resources and social security achieved new progress. The total amount of human resources remained stable and the human resources development system and mechanism were innovated. The education level of human resources kept improving,and employment situation remained stable. The structure of human resources industry underwent future improvement,and social security was enhanced. Human resources service industry also witnessed new progress. This report introduces new development and measures regarding to human resources and social security,from the perspectives of basic situation of human resources and social security,talent work,personnel system reform,employment and entrepreneurship,income and distribution,social security,labor relations,and human resources service industry. Based on new situation facing the development of human resources and social security,and the strategic plan of deepening reform during the “13th Five Year Plan”,the report briefly analyses the trend of human resources and social security development in China.
