The lack of higher education resources of good quality is the eternal heart of pain for hundreds of millions of people in Henan province. The establishment of the first-class higher education of China and of the world is the century-old dream of people in Henan province. Over the past 20 years，Henan higher education has achieved leap-forward development，and the problem of difficultly going to the university has been significantly eased. In order to promote Henan’s development of innovation，transformation and openness in the new stage，it is necessary to focus on Henan’s huge human resources. Through the establishment of first-class higher education that it will be all right to meet the people’s expectation of sending their children to receive good education，improve the overall quality of the population，promote the quality of economic development，and to enhance Henan’s status in China and in the world. Through the Sino-British cooperation in higher education，we are trying to introduce the good higher education resources from the UK and other developed countries to Henan province and build the Higher Education Park in cooperation with the foreign countries. All of these are necessary and entirely possible since Henan already has a full strength and condition. This paper analyzes the development stage of economic society and higher education in Henan province，analyzes the possibility of attracting colleges and universities from the UK and other countries to run schools in Henan. It suggests that the government should take the establishment of fist-class higher education of China and of the world as the priority development strategy to promote the development of economic society of Henan province in the future years. And，in cooperation with the foreign countries，try to construct dozens of Higher Education Park with worldwide influence. We need determination and courage during this process，like we introduced the Foxconn，built the airport and bid for Free Trade Zone.
