With the accelerating process of urbanization and continuous development of information technology，the construction of smart city has become an inevitable choice for China to achieve sustainable development of cities. The UK is one of the earliest and fastest countries in urbanization development in the world，and its smart city construction has attained remarkable achievements. The smart city emphasizes on the construction of people’s livelihood such as the ecological environment，transportation，medical treatment and intelligent building. It gathers lots of advanced experiences in adhering to the people-oriented，strengthening planning guidance，improving cooperation between the government and the market and in attracting social capitals，which will be helpful for the construction of smart city in China. To deepen and promote the Sino-British cooperation in the construction of smart city，it is needed to establish the long-term cooperation mechanisms among the two governments，different industries and enterprises，as well as the personnel training. It is necessary to hold the pointcuts of planning，technical standards，develop application，industrial development and financial innovation to operate the objects in areas of infrastructure，social management，public services and emerging industries. And，it is also important to explore cooperation pilot，establish cooperative alliance，promote personnel exchanges，and advance financial innovation and technology integration. Thus，the construction of smart city will achieve accelerated development both in Henan and in China.
