本课题深入调研西城区“十二五”时期西城人才工作的情况,总结了人才工作中的亮点和存在的问题;分析了“十三五”时期西城区人才发展拥有的优劣势条件,围绕着西城区经济社会转型升级发展的战略要求,借鉴国内外先进经验,从问题导向和战略导向两个视角着手思考西城区“十三五”时期人才发展战略,研究提出了“十三五”时期西城区人才工作的指导思想、战略目标、重点布局、体制机制创新、人才队伍建设和重点项目工程,进而为西城区“十三五”时期人才发展规划编制工作奠定研究基础。

Surrounding the transformation and upgrading demands of economic and social development strategy in Xicheng district,learning from advanced experiences at home and abroad,thinking about development strategy from perspectives of issues and strategy guidance,it studies and put forward the guiding ideology,key distribution strategic target,institution and mechanism innovation,talent team construction and key projects of talent work in Xicheng district,then establishes a research foundation for talent development project of Xicheng district in the period of “The Thirteenth Five-year”.
