    非洲华侨华人新移民教育需求分析与供给模式探索

    摘要

    近年来,随着中国综合国力的快速提升与对外交往的不断深入,非洲中国新移民在教育需求上规模扩大、质量提升,且其需求性质有别于东南亚与欧美地区,呈现出华侨教育的鲜明特点。由于非洲公共教育资源匮乏、私立教育成本高昂、华文教育基础薄弱,且中国政府现有海外教育供给存在盲区,子女留守国内又可能导致亲情上的缺失,因此非洲中国新移民在子女教育选择上陷入两难境地。借鉴法国海外教育供给模式经验,通过政府直接参与建设管理、输出国内优质教育资源、整合利用海外本土资源等方式,在非洲地区先行先试建立海外中国学校,具有突破华文教育发展瓶颈、加速中国教育迈向国际与服务国家宏观战略布局的重要价值。

    Abstract

    In recent years,with the rapid increase of China’s comprehensive national power and the continued deepening of China’s external exchanges,the educational needs of the new immigrants to Africa is increasing in terms of scale as well as quality. Different from that of the new immigrants to Southeast Asia,Europe and America,these needs embody distinctive features of the education for overseas Chinese. The new Chinese immigrants to Africa face a dilemma when attempting to make an ideal educational choice for their offspring for a couple of reasons. On the one hand,in Africa,there is a lack of public educational resource,while the private education is far too expensive and the foundation of Chinese education is weak. On the other hand,currently there is a blind spot in the supply of Chinese education overseas from Chinese government. As a result,if these overseas Chinese’s offspring choose to stay in China,there will be a loss of family bond. It will be tremendously crucial to establish a network of Chinese schools overseas in line with domestic education system drawing lessons from the supply mode of French education overseas,which will contribute to make a breakthrough in the development of Chinese education,speed up the pace of Chinese education reaching the world and serve the national macro strategy. At the present stage,it is suggested that a leading group joint working mechanism at the top level be set up to export domestic excellent compulsory education resources to establish Chinese schools overseas in Africa at first relying on the existing basis of teaching foundations.
