With the global economic recovery twisting and turning，downward pressure on the domestic economy increasing，and multiple difficulties and challenges intertwining，the development of SMEs in China is facing complex situations and severe ordeals. However，the proposal of “the Belt and Road” strategy brings hope to development of SMEs by offering huge market space，abundant energy resources，and cheap production costs，attracting more and more SMEs to seize “the Belt and Road” opportunity. Thus，cross regional cooperation has become an inevitable trend in the development of SMEs.
