Henan Province，which took part in “the Belt and Road” construction earlier than other regions in the country，has made relatively great achievements and basically completed the top-level design；the initial framework for external cooperation has been built preliminarily；the channel hub function has significantly improved；the formation of inland open highlands has accelerated；economic and trade cooperation is deepening；cultural and people-to-people exchanges and cooperation have become closer. In accordance with the implementation program for Henan Province to participate in the construction of the Silk Road Economic Belt and the 21st-century Maritime Silk Road，efforts should be made to speed up the province’s participation. It is proposed that in the near future，the province should proceed from the following aspects：four port linkage，focusing on strengthening the integrated hub，strengthening the internal forces，efforts to enhance the economic radiation ability of the Central Plains urban agglomeration；working from both inside and outside to facilitate industrial transformation，upgrading and transfer；deepening reform，efforts to promote investment and trade facilitation；expanding the platform and focusing on strengthening cultural and people-to-people exchanges and cooperation.
