国际人才是经济全球化的主导力量。近年来,在党和国家领导对人才高度重视的背景下,为构建更加开放、务实、具有竞争力的引才制度广纳天下英才,公安部在上海、北京、福建、广东等地,依托对人才、企业、产业具有高度聚集效应和政策先行优势的中国(上海)自由贸易试验区、中关村国家自主创新示范区等园区,重点围绕作为人才苗子的外国留学生、中坚力量的归国外籍华人、高端引领的外籍顶尖人才等国际人才群体,从涉及外籍人才入境出境、停留居留、永久居留等方面做了政策突破。本文在分析我国国际人才的现状及其在出入境等方面遇到的问题的基础上,提出了下一步改革突破的政策建议,希望借此能为吸引集聚更多的国际人才,实现我国在国际人才竞争中的后起超越做贡献。
<<International talents are the leading force for economic globalization. In recent years,the CPC and the state leaders have paid great attention on “Talent”. In order to attract more international talents,the Public Security Ministry rolled out pilot programs on Exit-Entry policies based in the parks in Shanghai,Beijing,Fujian,Guangdong,and other administrative districts,to establish a more open,practical and competitive international talent competition system. Mainly focusing on foreign students,nationals with Chinese origin,highly qualified individuals,these pilot policies make breakthroughs on immigration policies related to Visa,Residence Permit and Permanent Residency. This article states the current situation and problems of the immigration policy reform,and gives some suggestions for potential policy reforms,hoping to attract more talents in the future.
