经济全球化背景下,人才在世界范围内流动,国际人才竞争力成为衡量一个国家经济活力、创新能力和综合竞争力的重要指标。改革开放以来,中国积极参与经济全球化,综合国力和世界影响力不断提升;但国际人才竞争力仍有待进一步提升。本文在研究国际人才竞争力背景的基础上,建立中国区域国际人才竞争力评价体系,分析31个省域的国际人才竞争力情况,得出中国区域国际人才竞争力排名,并从国际人才规模、结构、创新、政策、发展和生活六个方面对中国区域国际人才竞争力进行了单类指标和省域指标评述,就加强国际人才引进政策顶层设计、发挥国家创新区域示范带头作用、加强城市软实力建设等方面提出了相关建议。
<<Against the backdrop of economic globalization,the scope of talent flow has been extended to the global level. As a result,International Talent Competitiveness has become an important measure of a country’s economic vitality,innovative capacity,and comprehensive competitiveness. Since the Reform and Opening Up in the late 1970s,China has been actively participating in the economic globalization,and its comprehensive national strength and world influence have been rising rapidly. However,China is still at a disadvantaged place in competitions for international talents. By studying the background of international talents competition,this paper establishes an index system in order to analyze and rank the Regional International Talent Competitiveness of China’s 31 provincial administrative districts. Through evaluating the scale,structure,innovation abilities,policy innovations,development and living environment of international talents,this paper analyzes China’s Regional International Talent Competitiveness both individually by each index and as a whole for each province. Based on the analysis,relevant recommendations are given on aspects such as strengthening the top design of international talent introduction policies,encouraging national innovation areas to play a leading role,and promoting the construction of soft power in cities.
