The Belt and Road initiative is a major decision of China’s opening-up and cooperation with other countries in the new period,which will greatly promote the development of China’s outbound tourism. Based on the historical background of the Belt and Road Initiative,this paper researches on the development process,characteristics and the existing problems of China’s outbound tourism. Besides,according to the development trend of the market,combined with the development of hot tourist areas,cities and lines,this paper puts forward the hierarchical and three-dimensional spatial organization pattern of tourism cultural circle,cross-border tourism cooperation zone and fulcrum tourism city. In addition,the suggestion of promoting the implementation of spatial pattern from the perspective of constructing transportation facilities and organizing air lines provides a theoretical basis for formulating the policies of developing China’s outbound tourism and the layout of the tourism enterprises overseas.
