作为六大经济走廊之一,中巴经济走廊是中国唯一与单个国家合作推动建设的经济走廊,前景可观、潜力巨大。为保障其顺利建设,双方在金融、税收、贸易等方面制定了许多优惠政策。自2015年至今,中巴经济走廊的各个项目进展迅速,瓜达尔港已经正式投入使用,瓜达尔自贸区优惠政策也在逐步落实,能源、交通项目进展顺利,围绕特别经济区、出口加工区、工业园区开展的产业互补合作也在如火如荼地进行。但走廊建设仍然存在恐怖主义威胁、巴国内动荡等问题,需要从安全、经济、宣传、金融以及政治法律五个方面来应对。
<<As one of the six economic corridor projects in “the Belt and Road” initiative,China-Pakistan Economic Corridor is the only one which is promoted by two single countries. There exist great potential and broad prospects for cooperation. Based on the dual needs for economic development and political mutual-trust,China-Pakistan Economic Corridor has been proposed smoothly and operated appropriately. In order to enhance and deepen cooperation,both countries have introduced considerably promoting policies in three fields including import and export trades,taxation and finance.
Up to now,almost every project in China-Pakistan Economic Corridor is proceeding rapidly. The Pakistan’s Gwadar port opened to the public in 2016 and favorable policies associated with Gwadar Free Zone are implemented gradually. Energy projects,transportation projects and industrial cooperation which is carried out through the construction of special economic zones,export processing zones as well as industrial zones have proceeded at a furious pace. Nevertheless,China-Pakistan Economic Corridor is confronted with the threats arising from terrorism,turbulent domestic environment of Pakistan and so on. Therefore,the author suggest that we should address those problems through security,economic,propagandistic,financial and political law approaches.
