Under the background of controlling financial system risk and local government debt risk and keeping the bottom line of regional system risk，in 2017，the Ministry of Finance，together with relevant ministries and commissions，issued a series of standardized documents，such as No. 50 and No. 87，aiming at the financing behavior of local governments and city investment companies，and its control has reached an unprecedented level. Stern. At the same time，the strong supervision of industrial policies also accelerated the pace of market transformation of city investment companies. Therefore，2017 is a year of both challenges and opportunities for CIC. Clearing up the relationship between government and enterprises，standardizing debt financing and realizing market-oriented transformation have become the key words for the development of CIC industry in this year. Under the background of tightening industry supervision，this paper adopts the method of combining qualitative analysis with quantitative analysis. Firstly，it summarizes the development situation and current situation of urban investment industry in 2017，including tightening policy supervision，tightening financing environment，urgent debt resolution，increasing accountability for violations，quitting platform acceleration and so on. On the basis of the analysis of the main outstanding problems of the industry，this paper puts forward some suggestions for the development of the city investment industry，such as perfecting the corporate governance structure，innovating the financing channels of enterprises，expanding the market-oriented business，strengthening the construction of talent team，accelerating the pace of integration and reorganization，etc. Finally，according to the development status of the city investment industry in 2017，the city investment industry is put forward. The future development trend is predicted.
