    2007~2030年我国药品供应保障体系改革路径研究

    摘要

    建立药品供应保障体系是“实施健康中国战略”的五项重点工作之一,自深化医改以来,国家药物政策体系顶层设计进一步完善、国家基本药物制度进一步巩固、适应中国医药市场特点的药品价格管理体系逐步建立、药品供应体制改革逐步深入、药品流通领域改革卓有成效、药品集中采购制度进一步常态化、国家医保药品目录准入价格谈判机制逐步建立、药品临床综合评价机制逐步建立。“十四五”期间,我国开展药品供应保障体系改革,需要以高质量发展为引领,围绕“健康中国2030”战略目标,以保障质量和合理使用为重点,强化政策协同性、切实提高药品供应保障可及性、提升国产仿制药质量、促进药品合理使用,建设稳定的、可持续的药品供应保障体系。

    Abstract

    Since the deepening of medical reform,the top-level design of the national drug policy system has been further improved,the national essential drug system has been further consolidated,the drug price management system in line with the characteristics of China’s drug market has been gradually established,the reform of drug supply has been gradually deepened,the reform of drug circulation system has achieved remarkable results,and the centralized drug procurement system has been established In addition,the negotiation mechanism of national medical insurance drug catalog access price was gradually established,and the comprehensive clinical evaluation mechanism of drugs was gradually established. To improve the reform of drug supply guarantee system in China,we should turn to high-quality development,focus on quality and rational use,and strengthen multi-party participation and collaborative governance. Based on the national essential drug system,we should strengthen the reform coordination of the drug supply guarantee system,continuously guarantee the drug accessibility,improve the quality of domestic generic drugs,and promote the rational use of drugs as the main contents,so as to establish a stable and sustainable drug supply guarantee system.
